Dr Joshua Osah
Joshua Osah is a Lecturer at Pan-Atlantic University Nigeria. He holds a PhD as well as a Master’s degree in Information Systems – both obtained from Rhodes University South Africa. Furthermore, he holds a B.sc in Information and Communication Technologies, with concentration in computer networks from United States International University, Nairobi Kenya. His doctoral project focused on strategy development for the deployment of digital citizenry tools (Mobile Social Accountability Monitoring tools) aimed at facilitating effective communication, as well as fostering evidence based engagement between local government representatives and citizens. While enrolled for a PhD, he also served as project strategist for a Making all Voices Count (MAVC) funded project (MobiSAM) – geared towards the development, deployment and effective use of a mobile application (for seamless communication between local government representatives and citizens) in a resource constrained local government.
He possesses substantial experience in the planning for and deployment of electronic-government tools directed at enhancing government/citizen interaction. He has keen interest in facilitating direct engagement with government, Non-Governmental organizations and local communities with the sole intent of addressing complex social issues using information and communication technology.
His research interests include: Information systems evaluation, electronic-government (digital citizenry) planning and deployment, employment of Information and communication technologies for development and stakeholder analysis.
